据中国商业联合会媒体购物专业委员会透露，国内首个《网络和手机移动购物运营管理规范》(行业标准)正在抓紧制订中，目前已形成草案讨论稿，明年上半年有望颁布实施。
China professional committee of media shopping in business association revealed that the first domestic <operating and managing rule of online shopping on Internet and mobile phones> (standard of industry) is firmly grasping to formulate, now it has formed draft, and will probably be published in the first half of next year.
中国商业联合会媒购委会长王文学说，据媒购委监测，伴随网购营业额的年年攀升，操作不规范、违法经营等经营秩序混乱问题长期存在，篡改价格、虚假折扣、以次充好、假货横行等问题层出不穷。部分网店为达到垄断经营目的，发起价格大战，涉嫌不正当竞争。
Wang Wenxue, the chairman of China professional committee of media shopping in business association, said that they supervised that with increasing dramatically of online shopping’s turnover, disorder problems such as informally operating and illegally managing existed for a long period, and others like tampering price, fake discounts, selling seconds at best quality prices, fake running wild, emerged in endlessly. For goal of monopoly, some online stores launched price competition, which interfered with unfair competition.
据国家工商总局的数据，今年一季度全国工商行政管理机关共受理消费者投诉、举报、咨询170.1万件，同比增长18.7%，其中网络购物问题投诉数量同比增长174.4%，增速最快。
Statistics from SAIC showed that in the first season of this year, national industry and commerce administration authorities totally accepted 1701 thousand of consumers’ cases about complaining, reporting and consulting, which increased 18.7% on year-on-year basis. Quantity of complaints about online shopping problems increased 174.4%, which increased fastest.
制订相关法律法规和标准进行约束刻不容缓。据介绍，正在制订的这两份标准讨论稿对网络购物、手机购物，以及电视购物、广播购物等媒体购物业态的采购、价格、设施、支付、物流、售后等各个环节都提出了具体的规范要求，将在经过业内和专家讨论后向全社会征求意见。
Formulating related laws, rules and standards to constraint is no time to delay. It is introduced that the two standard discussion draft which is formulating have put forward specific demands in purchasing, price, facilities, payment, logistic and aftermarket of shopping online, in mobile phones, television and broadcast.
